Salim Suleiman Gombeni
County Attorney
Salim Gombeni Suleiman was sworn in as the First County Attorney of Kwale on the 19th of December 2022. As the Principal Legal Adviser to the County Government, he represents the County Executive in civil disputes and matters of public interest.
Gombeni is an Advocate of the High Court of Kenya and a Certified Professional Mediator. He is a holder of a Post Graduate Diploma in Law from The Kenya School of Law and a Bachelor of Laws Degree – LLB (Hons) Moi University.
He is an adept litigator who served in The Office of The Director of Public Prosecutions as a Prosecution Counsel before rejoining the County Government as the first Legal Advisor to the pioneer Governor. He had previously served as the first Ward Administrator in Waa Ng’ombeni Ward.
Before joining the county government, he spent a substantial part of his professional life at Kenya Commercial Bank in the Litigation Unit. He served both career and non-career positions within the Bank.
He leads the department dedicated to upholding the rule of law, keeping the county safe, and protecting the civil rights of all Kwale People.
Kisiwa Koja
County Solicitor
Kisiwa Mohamed Koja is the pioneer of Kwale County Solicitor General-Office of the County Attorney. He joined the newly established office on 6th December 2022 following the enactment of the Office of the County Attorney’s Act, No. 14 of 2020. Koja is an advocate of the High Court of Kenya, a Commissioner for Oaths, a Notary Public & a Certified Professional Mediator. Koja is a holder of a Post Graduate Diploma in Law – PSGDip.Law (KSL), Bachelor of Laws Degree -LL.B (Hons) CUEA, and currently pursuing LLM-UEL & UL (in International Human Rights Law and Legislative Drafting respectively).
Koja is an experienced Litigator having practiced in private practice in the manner and style of Kisiwa Koja & Co. Advocates since admission to the Bar handling both Civil and Criminal Matters. Koja developed a passion for public service and joined the County Assembly of Kwale as a Legal Counsel where he interalia handled litigation, and legal and legislative drafting which are key mandates in his current office.
