Hemed Mwabudzo

C.E.C.M - Water Services

Hemed Mwabudzo holds a bachelor’s degree in Governance and Administration from the University of Nairobi and has had extensive experience in the planning and management of projects and programmes over the last thirty years. He worked as a facilitator for business development services for small and medium enterprises with the Coast Development Authority and Aga Khan Foundation for over ten years, after training in Israel in the year 1996.
He has expertise and extensive experience in project planning and development and he has managed and coordinated development funding from USAID, DANIDA, and CIDA among other donors in different capacities. He served as programme Coordinator for Coastal Rural Support Programme (a project of Aga Khan Foundation) and had successful experience in managing a multi-input and multi-donor development programme

He has served in the County Government of Kwale since 2013 in three portfolios as a County Executive Committee Member for Decentralized Units and Urban Areas (Public Service and Administration}, Water Services and Roads and Public Works with a lot of success in the development of small and medium size dams, Boreholes and pipeline extension for water supply that is currently serving water to residents of Kwale County. He spearheaded the opening of a road network that covers the whole county and makes mobility easy. He has delivered two flagship tarmac roads in Diani and Kalalani. He worked with the national government to negotiate for World Bank Funding for the Coastal Water Security and Climate Resilience Project (Mwache dam project) and the Water and Sanitation Development Project (Funding Ukunda Water Supply Improvement Project).

Badru M. Shikeli

Chief Officer - Water Services

Badru M. Shikeli joined Kwale county government in April 2023as the county chief officer, department of water services. He has one year working experience. Badru is one of the beneficiaries of Elimu Ni Sasa Initiative programme, from high school (2013) to University,

He graduated from University of Embu in 2020 with a bachelor’s degree in water resources management. Badru is an industrious and powerful force in the workplace who always works in collaboration with other county staffs. And always inspired by his family to remain focus in life. In his free time, Badru likes to watch football and movies with friends.
