Mulwa Michael Mutua

C.E.C.M - Tourism, Trade And Enterprise Development

Michael Mutua is the County Executive Committee Member (CECM) for the Department of Tourism, Trade, and Enterprise Development in Kwale County. He has a wealth of experience in a career spanning 14 years in the Hospitality sector before joining the public sector as a nominated member of the County Assembly.

He began his career in the Hospitality Industry in 1999 as a F&B attendant at the Adelaide Convention Centre in Adelaide, South Australia and served as a Chef in various restaurants in the same city before joining Leisure Lodge Beach & Golf Resort in 2005. He rose the ranks to become a Senior Sous Chef before exiting to join the Public Sector.

In 2013 while working as the Kwale County Organizing Secretary for The National Alliance (TNA) Party, he was nominated to the County Assembly of Kwale. In the legislative house he was appointed the Vice Chairperson of the Committee on Health, Water and Environmental Sanitation and chaired several Ad hoc Committees.
Michael holds a Bachelor of Science Degree in Public Administration and Governance (2017) and a Diploma in County Governance and Management from KCA University. He also has an Advanced Diploma in Hospitality Management and Cookery from the Regency Hotel School in Regency, South Australia having graduated in 2003 prior to completing a Foundation Studies Program at Eynesbury College in Adelaide, South Australia

Mwinzagu Anthony Mwamunga

Chief Officer - Tourism Promotion And ICT

He has been in the role since December 2014. He is an experienced ICT professional and a member of the Computer Society of Kenya. He has expertise in implementing ICT strategy, leadership, and business process automation across sectors.
Mwinzagu joined the County Government of Kwale in December 2014 from Mombasa Water and Sewerage Company Limited where he was the ICT Manager, a role he held since March 2008. He held similar roles, for a combined 10 years, at the Constitution of Kenya Review Commission, 

Swift Global Kenya Limited, Ansellia Holdings, and Ikenya Telecommunications Limited.
He holds a first degree in Information and Media Technology (Moi University -1998) and he is finalizing his thesis for Master of Science in Information Technology (JKUAT). He is a Certified Information Technology Infrastructure Library -ITIL a global training framework based on best practices in ICT Service Management. He is an alumnus of the Starehe Boys Center and School.

CPA Hassan Ngalaa Chuphi

Chief Officer - Trade & Enterprise Development

A highly successful Finance Manager and Certified Accountant with invaluable experience in financial reporting, leading, and developing a successful finance team, project management, and accounting covering a variety of industries from start-up business to financial management. He holds a Master of Science in Project Management from Jomo Kenyatta University of Agriculture and Technology, a Bachelor of Commerce Degree (Accounting option) -Hons. from Jomo Kenyatta University of Agriculture and Technology, and he is a Certified Public Accountant – CPA(K) certified by Strathmore University.

 Hands-on experience in providing professional advice in strategic sectors such as project management financial reporting, taxation, auditing, accounting, and corporate finance. Easy going by nature and able to work with all members of staff regarding project management, ability to formulate policies, procedures, and finance issues to resolve problems.
